Department’s message for Zapata, September 7. The attempts to come to some agreement with Zapata without the assistance of the United States, though repeatedly suggested, have resulted in total failure and increased friction. In fact actual fighting has occurred at several places. The Department’s instructions concerning the President’s wishes will not be overlooked and opportunity will be sought to bring the two parties into agreement.
