I am in receipt of a formal communication from the Secretary of Foreign Relations addressed to me and dated the 8th instant informing me that, the capital of the Republic having been occupied by the Constitutionalist forces on the 21st of August last and Don Venustiano Carranza having assumed the duties of the Chief Executive of the nation, the Government has been duly installed, with seven secretaries of State; their names and offices are given; the document concludes as per following textual translation by me:
With the desire of this Government to sustain the good relations of friendship which have always united Mexico with your country, I will receive with real satisfaction any representation which your Government may think proper to make through your excellency. I improve the opportunity to renew the assurances of my distinguished consideration.
