Please say to Zapata that this Government earnestly desires that he shall confer with the Constitutionalists and cooperate with them in securing the needed reforms. It is advisable that he should call on Carranza personally in the City of Mexico. A frank and friendly exchange of views would be helpful to both. Say to him that the President feels that a peaceful adjustment is both desirable and possible. You should take assurances of Carranza as to Zapata’s safe conduct. If Zapata refuses to go to the City of Mexico, some intermediate place might be agreed upon.
