Collector of Customs, El Paso, Tex.

Sir: I have read with great satisfaction the Honorable Secretary of State William J. Bryan’s letter, in which he is good enough to express such sincere congratulations to General Villa and me on the result of our pacifying mission. You may assure that distinguished official that he, his Government and the great American people do not look in vain for a happy solution of the problems our country is laboring under, for our most disinterested and earnest efforts will ever be bent on restoring peace and progress in our land, to which end we rely on the unanimous and powerful will of the majority of our compatriots who have shown their attachment to the cause of freedom and order by their sympathy with the Constitutionalist Party.

This auspicious opportunity affords me the satisfaction of saying to you that both General Villa and I, as well as the Mexican Republic in general, thankfully acknowledge the efforts put forth and the attentions shown by the American Government in aiding us to achieve the end we are pursuing.
