Special Agent Canova to the Secretary of State.
The Carranza delegates sent to confer with Zapata have returned without having accomplished anything. Zapata heard all their different [Page 593] arguments and offers and then told them that if Carranza would sign the Plan of Ayala, which was his pronunciamento when he revolted, the differences would be settled; otherwise he would agree to nothing Villa had not first approved. He intimated he had an understanding with Villa. The Plan of Ayala stipulates that the land shall be divided and upon the success of the revolution Zapata should be recognized as the President.
