132. Carranza yesterday notified the Governors of States and other Mexican authorities that he had assumed the Executive Power but without stating in what capacity. No notice has been given to Diplomatic Corps, whose existence here they seem inclined to ignore, considering foreign representatives merely as private persons. Were it not for my good offices, British Minister would have received his passports instead of going voluntarily tomorrow. They have also dismissed all Mexican Government secretaries and consuls in all foreign countries.
