Vice Consul Silliman to the Secretary of State.

Mexico City, August 20, 1914.

General Carranza made a triumphal entry into the capital this morning. The Plaza de Armas was thronged with many thousands. He spoke from one of the balconies of the National Palace. Tremendous ovation and no disorder whatever. The only representative of the local Diplomatic Corps present was the French Chargé d’Affaires. In his speech Carranza made appreciative reference to the Administration’s Mexican policy.
