On April 14, in answer to specific questions, have obtained from Mayo following answers:
Our boats daily used regular landing during attack [of Constitutionalists] on Tampico, without objection previous to the arrest. No notice that other landings were forbidden had been given. We were never requested to give notice nor obtain permission before landing boats’ crews. I received no notice that hostilities existed. The only restriction imposed upon our movements was a refusal to pass through the [Federal] lines to deliver letter to Rebels. I will also transmit the foregoing to the American Embassy. Foreign warships report same conditions.
