In reply to Department’s April 13, have received following from Mayo:

No intimation received of existence of martial law or of objection to boat taking supplies. Stewards, orderlies, etc., are going ashore when necessary. Only part of boat’s crew out of boat to handle stores. Men were sailors, not marines.
