In reply to Department’s April 13, have received following from Mayo:
No intimation received of existence of martial law or of objection to boat taking supplies. Stewards, orderlies, etc., are going ashore when necessary. [Page 459] Only part of boat’s crew out of boat to handle stores. Men were sailors, not marines.
