Received message from Zaragoza, substance being that he is ordered to await instruction as to action in arrest matter. Have voluntarily informed him that I will not report my failure to obtain promise of reparation until noon April 12. Do not expect compliance with my demands and consider it desirable that Department’s instructions as to further procedure reach me promptly.
