Consul Canada to the Secretary of State.

Vera Cruz, April 12, 1914, 11 a.m.

At about 10.15 yesterday morning while on duty ashore at the post office building here a mail orderly from the Minnesota in full uniform with the official mail bag across his shoulder was arrested by a policeman at the orders of Mexican soldier and taken to the jail. After being questioned the jefe político released the orderly and locked up the soldier. I shall investigate the matter and report.
