Referring to my 841, April 10, 8 p.m., and to Department’s 740, April 10, 9 p.m. Will the promise received by me from Huerta (which I have further received in a signed note⁷ from the Foreign Office as a statement of the President), if carried out, be satisfactory, as I am not acting on your 740, April 10, 9 p.m. until I again hear from you?

The Minister for Foreign Affairs is in Guadalajara until Monday, and the entire machinery of Government is at a standstill owing to Holy Week* * *.
