The President directs that you present the matter at once to the Foreign Office with utmost firmness, earnestness, and frankness, representing to them the extreme seriousness of the situation and the possibility that the gravest consequences may ensue unless the guilty parties are promptly punished. Inform us of reply made and action taken.
