Sir: In reply to the Department’s instruction No. 18 of the 19th ultimo, I have the honor to state that a careful study and comparison has been made of the language of the proposed circular with the military laws of Italy as at present in force, and that the statements contained in the circular appear to be comprehensive and correct.

In connection with this general subject I should be glad to know whether the Department would like me to sound the Italian Foreign Office in regard to the possibility of our concluding a naturalization convention with Italy similar to our Convention of 1870 upon the same subject with Austria-Hungary.
