Before receipt of your November 24, 5 p.m., this morning, Department’s instruction of November 21, 7 p.m., had already been complied with in an interview with the Minister of Foreign Affairs, who expressed gratification at the decision. Particular stress was laid by me as to the character of credentials and it was well understood [Page 362] that they must be satisfactory to the Department before recognition of Theodore as President would be extended. Minister of Foreign Affairs advised President Theodore accordingly and arranged an audience for me this evening. I was informed of the good disposition of President Theodore for the appointment of the commission as desired and was told that he already had in mind the names of persons to serve thereon.
On receipt of Department’s November 24, 5 p.m., I caused postponement of interview with the President until receipt of further instructions.
