In order that there may be no misconstruction of the Department’s November 21, 7 p.m., the Government of the United States will formally recognize Theodore as President of Haiti as soon as Haitian Commission in Washington has signed satisfactory protocols covering all matters mentioned in Department’s November 12, 2 p.m. and November 13, 3 p.m.⁶
