All reports from Haiti indicate that Zamor Government will probably be stable and able to preserve order, but the President prefers to delay recognition until situation is more settled.

Please inquire of Government what guaranties it can give as to its permanence and ability to protect lives and property of foreigners. Also report how many provinces have accepted the new President and how many are in revolt.

What is the attitude of Davilmar Theodore and what prospect is there of his being able to disturb the new Government?
