Port au Prince, February 8, 1914.
National Assembly obtained unexpected quorum and elected Oreste Zamor President by constitutional majority today. The matter of recognition will be imminent tomorrow and in order to avoid embarrassing international situation I would respectfully suggest that [Page 338] it is imperative that I have instructions immediately. I am reliably informed that there is no disposition on the part of any foreign representative to act independently and that all await the action of my Government. Zamor’s elevation to the Presidency undoubtedly accomplished by revolutionary means. His entry into the city was peaceable and he has preserved order since coming in.
