Impress upon de facto authorities in Port au Prince and upon those in other parts of the Republic, through consuls and consular agents, the necessity of complying with national obligations with respect to assignment of customs funds for the payment of definite debts. Also impress upon them that there must be no diversion of public moneys required for present obligations. French Government is making similar representations.
