Sir: The Department has received your despatches Nos. 251 and 252, of February 21 and 23, respectively, in which you enclose copies of notes received by you from the British Minister for Foreign Affairs asking that steps be taken to prevent the departure for the Gold Coast Colony of the followers of one “Chief Sam,” who claims to be an African chief.

The Department has transmitted copies of your despatches to the Governor of Oklahoma, the Attorney General and the Postmaster General and has been informed by the Attorney General that his Department is unable to take any action against “Chief Sam.” The Post Office Department, however, is making an investigation of the matter to determine whether “Chief Sam “has made fraudulent use of the United States mails.
