Sir: With reference to my telegrams of
February 21 and February 23, and to my despatch No. 251 of the 21st
instant, I have the honor to transmit herewith enclosed a copy of a note
I have just received from the Foreign Office to the effect that
enquiries have been made of the Governor of the Gold Coast Colony as to
the authenticity of the leases which the negro Sam purports to have
acquired in the Colony, which have resulted in the Governor’s answer by
telegraph that the leases in question have not been registered in the
Gold Coast.

Your Excellency: With reference to my note
of the 21st instant relative to the proceedings of a negro of
Oklahoma named Sam in connexion with propaganda of immigration to
the Gold Coast Colony, I have the honour to inform your excellency
that enquiries have been made of the Governor of that Colony as to
authenticity of the leases which, as I stated to your excellency,
this individual purports to have acquired in the Colony.

The Governor has now replied by telegraph that the leases in question
have not been registered in the Gold Coast.
I should be glad if your excellency would be good enough to inform
your Government by telegraph of this fact.
