Your December 27, 3 p.m., and January 16, 2 p.m. French Government advises me that since Joseph Nouguier did not obtain authorization from French Government to be naturalized as an American citizen in accordance with provisions of Article 17, paragraph 1, of the Civil Code, French Government must continue to consider him a French citizen and he must in consequence discharge his military service in France.
