Sir: Referring to your telegram of December 27, 3 p.m., and my despatch No. 494 of January 2, 1914, in regard to the arrest of Mr. Joseph Nouguier, for non-performance of his military service, I have the honor to report that in accordance with your telegraphic instructions of January 16, 2 p.m., I have presented his case to the Foreign Office and requested that it be made possible for him to leave France and return to America.

I will cable the Department the result of my representations as soon as an answer is received from the Foreign Office.
