American citizens report imprisonment of R. B. Jones since December 17th in an unjust and illegal manner. Upon inquiry from Department, Consul General confirms this and states that strong measures are imperatively needed. Also that Jones’ case has been fully and often reported to Legation in accordance with Consular regulations. Report fully by telegraph what action you have taken.
