Consul General Goding to the Secretary of State.

I have followed Consular regulations, paragraph 170. There are reports fully and often at the Legation, repeatedly urging immediate action in the Jones case owing to violation of the Ecuadorian laws. The facts are these:

Chinese shot not more than three months ago. Dozen witnesses prove Jones half block distant from the house when the shot was fired within. Jones’ arrest, imprisonment, and the unnecessary delay shameful, in violation of Ecuadorian laws and constitution opinion of the high court judges and the ablest lawyers. All persons of standing including the highest officials and the President of the Chinese colony are satisfied Jones’ innocence. His arrest and imprisonment disgrace to the United States. Forcible measures imperatively needed at once.
