Your November 11, 9 a.m. Please report at once on following:

1.
Majority for Jiménez, including popular vote; also number of provinces for him and relative strength of Jiménez party and opposition in Parliament.
2.
Does Provisional Government recognize validity of the elections and is it prepared to surrender the Government to the newly elected President?
3.
Will the new President approve and carry out the arrangements made for financial supervision as contemplated in the appointment of Johnston?

You may say that this Government, fulfilling its promise, will actively support the President elected by the people whenever satisfied of people’s choice, and will not tolerate further insurrections. The period of revolutions is past; law and order will be supported; necessary reforms will be urged through legislation. It is believed that under such a policy peace will be followed by prosperity and progress.
