Please explain to the Minister for Foreign Affairs that the action taken by the Machias should not be regarded as indicative of any hostility towards the Bordas Government much less of favor to the revolutionists, but that it was considered by this Government as a step necessary for the protection of non-combatants in Puerto Plata.
