Bombardment of Puerto Plata not permissible, because it would do great damage to foreigners and their property—damage that would severely tax the resources of the country. Blockade shuts off imports and lessens revenue thus crippling Government. It is therefore inconsistent with convention that blockade should continue. Please inform Government that when blockade is raised we shall notify insurgents that collection of customs must not be interfered with. We are considering what other action can be taken that will aid in the restoration of order.
