Department requested Navy May 2nd to instruct Commander of Petrel to request the opening of customhouse, Puerto Plata, and continuance of proper collection of customs. He has further been instructed to advise this Department should this request not be complied with, and to inform it of what action will be necessary to bring compliance by authorities. He will see that all American and foreign interests are given proper protection.
