Your April 21, 10 p.m. Owing to representations made to the Department that vessel was necessary at Puerto Plata for protection of American and other interests on account of bombardment of city, Wheeling has been ordered to proceed to that port. In case of absolute necessity Petrel may be ordered to Santo Domingo. She is now at Port au Prince.
