Minister Sullivan to the Secretary of State.

News just received that Puerto Plata revolted yesterday, new governor named by the Bordas Government joining rebels. Arias was being reduced to insignificance when this new trouble arises to make new difficulties. Bordas holds ‘Santiago, and will proceed at once upon Puerto Plata. I attribute most of trouble to the dire need for economic adjustments. New uneasiness felt throughout the country. Bordas is reported to have 2,000 men. Velasquez is believed to have corrupted Puerto Plata governor. The whole revolutionary activity is intended to prevent the election which the Provisional Government expected to hold May twentieth. If Bordas’ Puerto Plata constitutional program will go on, the friends of Constitutional Government hope for this result.

While a gunboat ought to be at Puerto Plata, I advise against Wheeling leaving here, as the situation is full of possibilities here and in Vidal’s territory.
