Held a conference tonight with Provisional Government Cabinet and was informed that there is no hope present Congress will approve financial relief of any kind, its hope being to defeat Government by starvation; neither has Minister of Finance any further plan to advance unless you decide to place funds already appropriated for Public Works in this country. Government is proceeding with rigor against Arias which may result in outbreak in the north. Arias resorting with Rosselean, Haitian brigand. I fear that our failure to furnish financial assistance now will permit reform in financial comptroller to slip from our hands. This expectation relief is absolutely essential to our maintaining a consistent successful policy and without same the Government faces supreme difficulties in maintaining orderly procedure on election days. I am promised at tonight’s meeting the Government will exert every effort for honest poll.
