As elections approach country in feverish state. Arias uniting with various opposition groups. All outs now assailing Bordas party. Much hostility towards American Government and myself. We are accused of failing in our promises. Arias published my request contained in your instruction of March 1, 4 p.m., with defiant refusal. Systematic press attacks upon Legation are, I believe, inspired by old grafting ring taking advantage of excitement. Provisional Government has insisted as result of rumored plot upon placing guards day and night around Legation. All parties preparing for polls. Bitter protests from Arias’ faction on removal of Arias’ Governors in [north?]. Arias unquestionably intends to be President of the Republic but is now ostensibly supporting Jimenez. His success would mean chaos and plunder. On the other hand Provisional Government chafes at reprisals and is eager to employ boot and spur policy. I am insisting upon Provisional Government’s obligation to give country decent election.
