Dominican Government again in peril by General Receiver stopping the five thousand dollars daily advance. No payment for two days. I am apprehensive of trouble unless the Provisional Government is helped out in some way within twenty-four hours. Dominican Government can not get money here and the army restless to the revolting point. Banco Nacional offers to advance money for from thirty to sixty days without interest if the Department will either have public works money on deposit here to cover loan or placed to bank’s credit in New York City. This is the only plan I have heard suggested. Please instruct by wire at once. Of course Government can not live without funds. Quick action absolutely necessary.
