Minister Sullivan to the Secretary of State.

Minister for Foreign Affairs Grullon, despite all I can say, refuses to continue in the Cabinet unless the consular and diplomatic corps are paid at once. These men are in distress in foreign countries. Thirty-five thousand dollars is involved and the Minister insists he can not continue suffering pleadings for assistance from the corps any longer. I have asked him to defer resigning for forty-eight hours. Please instruct within that time if he can negotiate short loan. Grullon has been very useful in putting through our policy.
