Your January 9, 9 p.m. and January 11, 10 a.m. Insular Bureau will today instruct Receiver General to place additional $20,000 of Dominican Government’s percentage of customs collections at its disposal. This should render momentarily unnecessary loan from Royal Bank of Canada. John Gray, attorney of Banco Nacional de [Page 198] San Domingo, assured Department Saturday that bank would today complete payment first $20,000 and not withhold its percentage from second advance of like amount. Discreetly endeavor to procure itemized list of small loans already made with statement as to terms upon which each was negotiated and discourage further loans on disadvantageous terms. It is expected forty thousand dollars already advanced will cover Dominican Government’s daily needs including the 15th instant.
