Third, Dominican Government agrees and proposes consolidated guaranty asked for that the American Minister shall in the future supervise the daily expenditures of the Dominican Republic that the same may always be kept within budget. Objects to an open comptroller. I believe with this power vested in Department our ability to defeat revolutions and blackmail will be ample and that Dominican Government can be kept solvent. If this seems the solution would earnestly request immediate appointment of commercial attaché to assume the duties which such an arrangement would impose. It seems to me an opportune time to demand increased powers for the Receivership in the collection of customs.
