Minister Sullivan to the Secretary of State.

Dominican Government desires to pledge alcohol tax, an internal revenue, to secure from Royal Bank of Canada $30,000 loan for three [Page 196] months. The bank wants my approval. Government claims it must fall unless current expenses are met. The advanced $20,000 authorized by you from customs give Government only ninety-five hundred dollars by Dominican Minister’s blunder in depositing same in national bank “to credit” of the Dominican Republic. No question of Government’s financial difficulty. I believe that now is the time to demand reforms. Government never so reasonable. Constitutional Convention meets next week. We will endeavor to insert habeas corpus. Please suggest further reforms that Department may desire in organic law. Telegraph instructions as to the loan not later than Monday. No funds for Tuesday’s needs.
