Sir: Referring to previous correspondence with regard to the treaty now under negotiation for the enlargement of the United States naval station at Guantanamo, I have the honor to inform you that the American Minister at Habana reports that the Cuban Senate is now believed to be ready to ratify the treaty. Owing to the expiration of the six-month period, which was stipulated in the treaty for ratification, it will be necessary to draw up and sign a new treaty. The Minister suggests the preparation of an identic treaty, with a change in Article V eliminating the time limit set in the previous treaty. He believes this change would be acceptable at Habana.
I venture to inquire whether your Department has any desire to suggest further modifications at this time. If so, I would appreciate a statement of such views at your earliest convenience. * * *
