Minister Gonzales to the Secretary of State.

Referring to the treaty signed December 27, 1912, for the enlargement of the Guantanamo Naval Station,2 I hear through the Secretary of State that the Senate is now ready to ratify the treaty. Owing, however, to the expiration of the six months limit it will be necessary to draw up and sign a new treaty. Identical treaty, with change of Article V eliminating time limit, would be acceptable here. Will the Department advise me as to what action it wishes taken in this matter?
