Minister Gonzales to the Secretary of State.
Habana, December 19, 1914.
Referring to Department’s telegram of December 4. Mena made the acquaintance in New Orleans of Ernesto Ybáñez and Juan Kiosofok. The three arrived in Habana October 23. On the 26th went to Camaguey, and 28th to Guantánamo via San Luis, arriving on the 29th. Mena and Ybáñez remained in town; Kiosofok went to Guantanamo Sugar Company at Los Caños securing employment as a carpenter, where he is. November 9, Mena went to Santiago and took passage on the Norwegian steamer Amanda, sailing for Jamaica that day. His address is Middleton and Abbeyllandewey Postoffice, St. Thomas, Jamaica, where he is said to have extensive land holdings. Ybáñez is now working in a drygoods shop in Guantanamo. Mena’s only purpose in going to Guantanamo seems to have been to get passage for Jamaica. During his ten days’ stay he lived moderately. Nothing suspicious was observed. He held no secret meetings and had no visitors.
