The Department informed certain Nicaragua revolutionists are plotting to disturb peace of Nicaragua by fomenting armed revolutionary movement in provinces of Costa Rica adjoining Nicaragua. Department has received knowledge of the leading individuals in this conspiracy now in Costa Rica.

You will approach President of Costa Rica and formally and with emphasis request that, to preserve peace of Central America, in which the United States is deeply interested, following individuals be requested to leave Costa Rica to take up residence in any other country that may seem to them desirable; General Julian Irias, living at Heredia; General Luis Mena, General Ygnacio Chavez, and Colonel José María Zelaya, all in San Jose.
