Sir: I have the honor to enclose herewith a
letter sent to the President of the United States by King Ferdinand of
Roumania.
I also enclose an office copy of said letter together with English
translation of same.

King Ferdinand to
President Wilson.
Very Dear and Great Friend: I fulfill a
very painful duty in announcing to you the cruel loss which Roumania
has just experienced in the person of its venerated Sovereign, His
Majesty King Carol I, my beloved Uncle, who expired at Pelesh Castle
on Saturday October 10th last. The good relations which have always
existed between our two countries gives me the assurance that you
will share the profound sorrow into which this sad event plunges me
and the whole of the Roumanian people.
Called by the order of succession to the throne of Roumania, I inform
you that I have taken the constitutional oath and ask you to be
assured that all my efforts will tend to the cultivation of the good
relations that exist between the United States of America and
Roumania. I seize with eagerness this circumstance to offer to you,
Mr. President, the expression of the sentiments of sincere esteem
and of high consideration with which I am,
