Your July 8. You are instructed to inform Minister for Foreign Affairs that as the American Minister at Panama is fully conversant with all details of the wireless telegraph agreement and is able to communicate promptly with the Minister for Foreign Affairs, this Government feels it more desirable to continue to handle the matter through the American Legation at Panama.
You may add that the Department will, of course, always be pleased to consider any comments that Doctor Morales may care to make.
You are instructed to request formally again a written reply from Señor Lefevre to your notes on the wireless telegraph agreement. Continue to report by cable.
