Sir: With reference to your despatch No. 69, dated January 16, 1914, and to the Department’s telegram of January 29, there is enclosed herewith, for your information, a copy of a letter dated November 22, 1913, from the Navy Department to the Secretary of State, in regard to the proposed agreement between the United States and Panama concerning the establishment of radio telegraph stations in the Republic of Panama.
You are instructed to communicate the recommendations of the Joint Board to the Government of Panama as a basis for the proposed agreement, and to report fully to the Department the views of the Panaman Government with reference to the different points mentioned in the recommendations of the Joint Board.
