Your despatch No. 69. Subject of agreement with Panama concerning the establishment of radio telegraph stations in territory of that Republic has been considered by the Joint Army and Navy Board. The report of that board was approved by the President November 17, 1913.
The first paragraph of this report provides for giving to United States Government the monopoly of all means of radio communication [Page 1042] within the Panaman territory and cancelling of all concessions for stations not at this time in actual operation, if such exist.
You are instructed to inform the Government of Panama in this sense in an informal manner.
