Your May 16. Inform Foreign Office that decision of Panama judge, if affirmed by Supreme Court, will constitute denial of justice, and that if Government of Panama stands upon such decision in dealing with claims of this Government arising from Cocoa Grove affair, it can not be regarded otherwise than as clear evidence that Government of Panama does not desire to do justice in relation to American citizens. You will request to be informed immediately when Supreme Court will render decision.
