Gentlemen: The Nicaraguan Minister has represented to the Department that the economic conditions now existing in his country render it desirable that the Nicaraguan Government increase its [Page 945] present loan by $250,000, or perhaps as much as $500,000. The Department will be glad to assist in forwarding any practical measure calculated to relieve the financial conditions now obtaining in Nicaragua. Should you care at this time to consider an increase in your loan to the Government of Nicaragua, the Department will be glad to discuss the matter with your representatives at such time as may best suit your convenience.
