Washington, July 14, 1914.
Sir: Upon request of the Minister of Nicaragua at Washington, who had received a telegram from his Government to the effect that Clifford D. Sands had led an unsuccessful attack on the barracks at Bluefields, the Consul at that place was instructed by a telegram dated July 7 to report regarding the matter, and replied in a telegram dated July 9 that Sands was brought into the Consulate at 1 o’clock a.m., July 6, badly wounded, and was delivered to the authorities and sent to a hospital on July 8.
A copy of a memorandum2 from the Minister of Nicaragua at Washington, in relation to the matter, is enclosed herewith for your information.
