Your June 22. We are confident adjournment to a definite date this summer would not be accepted by the Conference nor tend to promote unanimity. Turkey is immovable. The Netherlands Government declined to approach Turkey again. A disposition to put into effect the Convention now, is strong among certain powers including all American, principal Asiatic powers, Netherlands, Belgium and probably others—in our opinion a forward step and the best way to ultimately bring in the other nations. Otherwise we think the Conference will adjourn without date and thus lose the advance made. Netherlands Delegation will propose to put into effect the Convention by a group of powers. Will you consent? If conditionally, state conditions.
